That the Intermediates only get 50% of the ABT points of the Championship players makes this complaint moot, IMO. If 'sandbagging' players are 'encouraged' to play in the Open at the appropriate time, again, it becomes a non-issue. Player that play in an Intermediate event and then play in Open events thereafter should still be rewarded for their Intermediate success.

I think the USBGF ratings have more potential for oddities amongst the divisions as all the players ARE rated together and on an equal footing as if they are playing in the same pool. Observe that currently Sandra Sha (who played excellently in the Florida tournament in the Novice division) is the 15th highest rated player in the pool of 921 players. She deserves praise for doing so well, but a Novice shouldn't be in the 98th percentile on the ratings list.
