Steve's point is valid though, it would be easy for the unscrupulous player to abuse the process. Unfortunately, we've seen several players, not in the States that I'm aware of but elsewhere, profess that illegal plays are just another part of the game.
I, for one, would just prefer to play 'legal plays only'. Richard and I agreed to legal plays at the beginning of our Badger Classic final. Just makes everything simpler.
Sean Garber made an unintended illegal play in our Badger Classic semi-final match -- to his detriment at DMP. He had rolled 2-2 and only played 3. Four twos played much better. I didn't even think about it, and told him to play it legally. Perhaps, the dice gods approved as I won the game and the match.
A similar thing had happened in Florida a couple of weeks ago in a match of mine against Perry Gartner. I misread a 5-5 as a 4-5 and played accordingly -- the 5-4 was a much inferior roll in the circumstance. Perry never blinked and just had me play it legally. I almost felt guilty by being able to cash the game on the next roll. Perry is quite the gentleman.
