NON-ruling in Madison

The rule should definitely be that if your opponent makes an illegal move, you are permitted to center the clock and take a reasonable amount of free time in deciding what you want to do. This must be the rule because if Player B was very low on time, Player A could purposely make a complicated illegal move in an effort to waste B's time.

A player should never be time penalized because his opponent made an error.
