Phil is correct that no rule change is required to play 'legal moves'. Each player is merely volunteering to correct the other players illegal plays when he sees them. But there is nothing a director could 'enforce' against someone playing under this agreement, even if you tried to amend the rules in some way.

You can't prove that someone saw his opponent's illegal move and intentionally failed to say something about it.
