NON-ruling in Madison

If I understand Chuck's post correctly, I agree with him. When contemplating whether to accept or reject an opponent's illegal play, I am making an equity decision and I don't see any big reason that I should get to do this off the clock. Granted, the original player basically gets 12 new seconds, but I don't see that as any kind of big problem, as he basically is restarting his checker play decision from scratch. In other words, the US clock rules process for illegal plays is OK in my book.
If a player is intentionally making illegal plays to gain 12 seconds to do a pip count or a ME calculation, then that is slimy, but really, has ANYONE even seen such a thing? I doubt it. The risk of choosing a negative equity illegal play would be way worse than the time 'gained'.
