Legal Moves Club

I'm willing to join this club if I can have an asterisk allowing me to throw the (current) rulebook at the very few players who in my personal experience routinely make illegal plays to their benefit, despite frequent catches. The strain of having to constantly police these players calls for some compensation, which I'm willing to have be my ability to let it stand when they've messed up and made an illegal move that hurt them instead of helping.
I would also like the wording of the new legal moves rule, if it comes about, to address the issues that can arise if a match is being recorded, namely a) rolling back the tape, and b) asking the human recorder what happened. (These are two separate questions but IMO can have the same answer--yes, that is admissible evidence.)
I would also like to have the rules address what the default is. I have been chewed out for letting someone take back an illegal move that was to his detriment on the grounds that I hurt my auction buyers as well as myself. I think that argument is spurious, but why should I have to listen to it? This is not an objection to a legal moves rule or even a convention; but it could be construed as an argument against Calcutta auctions, which IMO have outlived their usefulness and should be abolished in favor of more playing time, and more tournaments starting on time.
