I'm willing to join this club if I can have an asterisk allowing me to throw the (current) rulebook at the very few players who in my personal experience routinely make illegal plays to their benefit.

I don't think you need an asterisk. If there's any indication illegal moves are intentional all bets are off. And it should be sufficiently publicized - grounds for expulsion from the club IMO.
