Clocks and Penalties

If you are opposed to clocks, then you need a solution for slow play. Years and years of testing have proven that "gentle reminders" from directors are woefully insufficient. It only takes one slowpoke to blast a hole in a tournament bracket. A tournament is only as fast as the slowest player.
The rules for running out of time aren't draconian, because if you are running into time trouble, then you're already playing too slowly.
Wherever I am, whatever the venue, if the rules state "Clocks on demand by either player," then the clock is coming out. Besides all the advantages of maintaining proper pace, the mechanics of the game are far superior with a clock.
I'm very close to jumping on the train bound for "I never want to play an unclocked match ever again."
