Clocks and Penalties

How many times do we have to go through this?
The advantages of playing with a clock are numerous, beyond the time aspect. The dynamics of the game are much improved by playing with a single set of dice and by having a definitive action denoting the end of a player's turn. The single set of dice remain on the board as the end of one's turn precluding many arguments over misread or misplayed rolls.
However, the time aspect is most important to the successful operation of a tournament of limited duration. We've all seen brackets back up interminably, players waiting for matches for hours, players having to play in the wee hours or having to get up very early in the morning -- all because of slow play. And to then clock only the matches in that part of a bracket affected by a slow player is to treat a number of players differently than the field because of one player -- who may have lost the match and not even any longer be in the bracket.
Chiva, at Towson, has specified 'mandatory' clocks for the Masters, the Championship Division, and the doubles. Doubles, it goes without saying, is the most disruptive event in a tourney and absolutely must be clocked. In my opinion, any player that has trouble playing on a clock with the current standardized settings, should not be playing in the Masters or Championship tourneys anyway.
