Clocks and Penalties

Mandatory means: matches MUST be played with a clock, regardless if one, or both or neither players agree not to.
Advantages have been discussed a zillion times.
Time setting for clocks have been tested a billion times and there is a vast agreement among the biggest federations and associations that 2 minutes per match point + 12 seconds delay per move is best.
The problem with clocks currently is that not everybody owns a clock. Some players wrongly think that "if there is a clock obligation, TDs should supply clocks". I donīt think so. Are TDīs in the same manner to suuply dice, dice-cups and boards?
Mid-Atlantic brochures clearly indicate: Bring your own backgammon sets and clocks !
I will have like 6 clocks for those who donīt own a clock, but they will be only for sale ($35 including batteries or $50 package including clock, batteries and a scoreboard).
Hope this clarifies everything once for all.
