"I much prefer the method used in 1000 Islands which discourages clocks (except by mutual agreement) unless it seems there will be a time problem and even then a gentle warning from the director is preferred, at least initially."

I forgot to comment on this point.

Perhaps you were not present at the 1000 Islands event a few years ago when there were 33 players resulting in one anti-bye match. Those two players were playing slow as molasses and gabbing away like two old ladies at the early bird special. Their 9 point match lasted 3 1/2 hours. The director did nothing aside from gently telling them to hurry up after 2 1/2 hours. Needless to say, one of these slow-pokes finally won and was now ready to begin playing Round 1. Some directors simply have no willingness to be proactive to keep things under control, mention that they have a clock "out in the car", and bury their head in the sand assuming that if they ignore the situation it will go away. It didn't. Surprise - the tournament backed up and matches had to be played way past midnight. How about the draconian penalty for the innocent victims waiting around to play for hours and having to finally play half asleep due to mismanagement of time by other players and directors alike? This is unacceptable. Clocks cause all players to be disciplined and as a result, time is rarely an issue at all.
