Clocks and Penalties

One year in Charlotte Jeb was short-handed when his brother wasn't there for some reason. I believe it was the year UBK won. And it was an anomaly for Jeb because he usually runs an extremely good tourney, is on top of things, and is not timid about acting when necessary.
I forget all of the particulars but somehow I seem to recall that both UBK and Carter were caught up in the logjam too. It was all because of one match -- and one player within the match.
The match started around 2:30 or so. They played on until the 5:00 -- 7:00 pm defined dinner break. They took the ENTIRE two hour dinner break before coming back to resume and finishing around 9:00 pm. And, of course, the slow player won. Luckily, all his matches after that were clocked. I, waiting for my next match since around 3:30 or 4:00, had to then await the winner's next match, before my match -- mine finally beginning around 10:30 or 11:00. By then I was so tired and pissed I didn't really care much about the match.
So, please tell me, who was punished. The guy who had to play his next match on a clock after taking 6 1/2 hours to play his previous one? Or those of us that stood around 5-6 hours awaiting our next matches?
One match and/or one player like that can destroy the tournament schedule and make the entire weekend unpleasant for everyone else. In Houston several years ago we ultimately just had to request one guy to quit coming -- whether it was the weekly Thursday nights or the monthly second Saturday, he was so ridiculously slow others quit coming because of him rather than playing, if winning, till 2:00 am on a weeknight or that late or later after starting at noon on a Saturday.
