Clocks and Penalties

I was not at that thousand island tournament a few years ago but it sounds like a real nightmare (and a director failure). Clocks as they’re now used have definitely fixed that problem. And Bronstein with delay-per-game has solved most of the ‘clock strategy’ problems Rich mentioned. I’ll probably be able to adjust and hopefully will never run out of time. But still I wonder - if the goal is really to keep the tournaments running smoothly - if the penalties could be less severe as long as its known that disruptively slow play (hard to define but we know it when we see it) will not be tolerated. I get the feeling many of the strong clock advocates, while initially interested in having the event run smoothly, are now interested in gaining or keeping a competitive advantage.
