John Nunn's Chess Puzzle Book has some interesting data in this regard (for chess, of course, but as you'll see it's still sort of relevant). There's a section of the book in which Nunn examines carefully all the games from a tournament from the early 20th century, including some big names. He was shocked at the overall low level of play and the number of blunders.
If bots have revolutionized chess, they've revolutionized backgammon even more. There's simply no way that players 20 years ago could play at the level the top players play at today, no matter how brilliant or dedicated they were.
Having said that, I don't think they should necessarily be excluded from the "Hall of Fame." It is the Hall of "Fame" after all, and not the Hall of Great Players.
By the way, I'm curious as to how many recorded games there are from bygone eras. Suppose someone wanted to produce something like Iancho's PR table for the 70's or 80's or even 90's. Would it be possible or is there just not enough data?
