Even at my level I've noticed this. If you can talk confidently and can get people to notice your wins and not notice your losses then you can get a reputation for being good without actually being very good.
On the other hand, I wouldn't write such people off completely, because in any game or sport there is an intimidation factor. People sometimes will underperform against you if they think you're good. So I would say that convincing people that you're better than you are is part of backgammon skill.
