Pipcounting is mechanical any way I look at it. Good mechanics have many tools in their toolbox to make them most effective.
What's not mechanical is to develop the skill to accurately estimate a pipcount by looking at the position, or to judge which player is ahead in the count and whether it is by a lot or a little. Kit Woolsey claims that he can typically estimate the pipcount within about 5 pips just by looking at the position. He is not Rain Man (Jack Kissane is Rain Man - anyone that can count both sides of the board in 3 seconds is Rain Man in my book). Kit has simply developed the discipline of estimating counts while playing on a computer before looking at the pipcount. Like training a neural net - over time you get better at it. I've heard that Falafel claims that he almost never counts pips - just looks at the positions and knows who's ahead. Those are backgammon skills.
