Maybe you could do a poll on these issues, and then send Bill the results of the poll? The poll could be done through Internet, so that it is clear how you collected the responses.

You may get results such as 90% of the respondents believe that clocks should be mandatory. 85% of the respondents believe that evening rounds should be finished by midnight at the latest. That could be an effective way of persuading Bill and other TDs.
