Clocks and Penalties - Yes - clock breaks and late arrivals

It may seem harsh, but I don't believe it is harsh at all if Chiva's suggestion of adding break time to the clock reserve is also done. In effect, you have the late person taking their break time at the beginning of the match.
To make things easier, I would propose that 1 minute per point of match length be added to accomodate breaks. Thus 9 minutes of break time for a 9 point match and 11 minutes for an 11 point match. It just keeps it simple. So 3 minutes per point (assuming current 2/12). For shorter matches (like 5), where time is often tight under the normal 2/12, it nicely allows for more time with the option to not take a break.
If you compare to that the current 1 penalty point per 5 minutes and forfeit at half the match length, you will realize that this yields a timeout penalty at approximately 2.5 minutes per point of match length. Giving 3 minutes per point on the clock seems quite consistent with this and still leaves the player with some extra time.
I don't know how most people feel, but personally, I'd rather have to play faster and keep my breaks short than have to start a match down in the score.
However, I do think that the clock should not be started until the director has judged the player to be officially late. That should occur 5 minutes before the first penalty point would normally be awarded without clocks (i.e at 10 minutes rather than 15 after posted start time in the US). The idea being that at the moment when the player would receive a penalty point, their clock has already run down by 5 minutes (they've received a clock penalty).
