I think what Steve is calling "skill" I might call "skill sensitivity", by which I mean, if I try x% harder, how much better will my results be?

"Trying harder" could mean many things. It could be just concentrating more. It could be preparing better. It could refer to how much you practiced or how long you have been studying the game. It could even refer to your natural ability. (If Person A has x% more natural ability than Person B (maybe measured as IQ?), how much does that show up in actual games?)

Working hard to improve your game pays off more in games that have high skill sensitivity. Chess or go are high in skill sensitivity. Lottaries are low in skill sensitivity (presumably zero).
