Also, I remain surprised the NFL allows these ultra-lame last second time outs when winning FG is being attempted.

I agree that this is unfair. The coach waits until just the momemt before the snap and calls the timeout, basically forcing the kicker to go through the process twice. I would guess that they could vary the snap count or something to let the timeout get taken but not snap the ball. That shouldn't be nearly that troublesome for the kicker. But making him kick away twice just seems wrong to me.

They could change the rules such that for any field-goal attempt once the center is on the ball, the opposition can't call time out any more.
