No. Although both the 2010 Nordic Open and the 2010 Swedish Open were played under WBGF rules, neither federation has adopted that rules set for all the other tournaments under their jurisdictions. And of course the fact the NO and the SO mandated "legal moves" does not mean that all federation members have agreed to play "legal moves" where a tournament's rules do not mandate that.
This is the current DBgF rule, last updated 2007 August 15:
1.Generelt. Hvis en spiller bliver opmærksom på, at modstanderen har foretaget et ulovligt ryk, kan spilleren enten acceptere rykket, som det er foretaget, eller kræve, at modstanderen rykker om i overensstemmelse med, hvad terningerne viste.And this is the current SBgF rule, last updated 2010 August 24:

I händelse av felflytt från en spelare har motspelaren efter det att den felande spelaren lyft sina tärningar rätt att påpeka detta om denne vill att draget skall rättas till, i annat fall gäller det.In other words, in both rules sets, if your opponent makes an illegal move, you may allow it to stand or require it to be replayed legally.
