Number of Open players (BoE)

Chuck, I have insufficient data to answer your question: what is an average open player. But I think that even if we knew how well all 3800 or 1500 or 1000 or 450 open players played, a more meaningful "average" would take into account how often players participated in tournaments.
For example, in 2009-2010 three players have attended more than 30 rated ABT events, of which two are Giants(1-32); ten have attended between 21 and 30 such events, of which six are Giants(1-32); and 38 have attended between 11 and 20 such events, of which 6 are Giants(1-32) and 3 are Giants(33-64). All this according to USBGF data. I can note, though, and not rigorously, that about one half of the Giants(1-32) seem to be fairly frequent ABT attenders, and by fairly frequent I mean attending an average of perhaps about 4 events of about 12 ABT events each year. So if an average ABT tournament has, say, 64 players, than about 10% of them are Giants(1-32). Even fewer -- perhaps about 7 -- of the Giants(33-64) appear to be frequent tournament attenders. So perhaps about 15% of an average ABT tournament consists of Giants(1-64). Just guesstimating -- I don't plan to go further down or more fully digest the USBGF list. But that data, with open and non-open players separately tallied, plus reasonable estimates of player strength, should be enough to answer your question -- and also perhaps to firm up some of your own guesstimated numbers.
