You can't really 'snap it earlier'. The coach just waits until the center is over the ball and everyone is set, and then calls time out, often resulting in the ball getting snapped and the kicker going through with the kick.

I think once the center has taken his position on the ball for a field goal attempt, no further time outs should be allowed. By that point there can't be any more strategic reasons to call time out; it is exclusively done to try to irritate the kicker.
