Or is that around when the bots took off in popularity and killed the game?

Perhaps. That's about the time Gnu BG came of age -- with a strong NN, GUI, and a user guide. Prior to that you had to pay big bucks for a good bg program. But I don't know if that was a net negative or net positive for the game.
