This is a point that used to confuse me as well, but I think that the idea (not always explicitly stated) behind the Jacoby rule is that it will shorten games between donkeys, not between experts like GNU vs. itself. As I stated before, when Jacoby is not in effect, it's common to observe donkeys moseying along, breezing by D/T, D/T, D/T, ..., D/P, D/P, D/P, ..., because they're afraid to double until they're nearly gin, and then when they are nearly gin they figure they might as well play for the gammon. With Jacoby in effect, even the timidest doublers will cash a significant number of games that they would otherwise play to completion.
But anyway, my main question was indeed about the effect of Jacoby on expert play, and if its effect on the cube is rare then I think its effect on checker play must be even rarer.
