Whats wrong with choosing to change just one of the dice (red or blue)?
If you change your opponent's die then you could play the same number that you chose on your last turn. Personally, I wouldn't like that because it reduces strategic thinking about next moves (both your and opponent's).
Let's say that your opponent played something like 32 (3 on his die, 2 on your), now you have to choose some number that isn't 2 (and you can choose 3 only if you didn't play two doubles already), and you know two things:
- on the next move your opponent will have that number to play (he doesn't change your die)
- on your next move you can't have that number on your die
