Thanks, Rob, I'll add that information to the next revision. The only information I had found on the web for Pittsburgh was an announcement of the 2009 tournament at chicagopoint, which actually said:

"Clock use is encouraged for all events, assuming both players agree. The director may Require clock use for a match or During a match if it is unduly holding up the tournament. The director's decision in these matters is final."
