"How can a director look at the score sheet and know if a match is behind schedule? This is possible only if the TD knows when the match began. "

If it is the second round and a match is say 9-9 away and nearly all other 2nd round matches are done I think the TD could know that it is behind schedule. How is that match's start time relevant at all? Maybe it might be useful to require what round it is.
