ABT Clock rules, revised

"US Rules" use the word "required" and "WBA" rules use the word "obligation." Some ABT tournaments use the "US Rules," some use the "WBA" rules, and some use a variation of the "US Rules."

As a small nudge towards adopting uniform rules, of which I think the WBA rules are best although not perfect, I opt to use obligation; you're not required to agree with my preference.
As a side note, BIBA rules are less clock-friendly than the other rules mentioned. Under BIBA rules, a clock may only be put on a match by the director if slow play continues after a warning, and "purely as a means to complete a match within the time allowed."
