I'd be very surprised if Persian speakers couldn't manage to express the idea of "fair settlement" without resorting to foreign loanwords. Surely fair agreement, fair deal, fair offer, fair bargain and fair settlement are not concepts alien to Persia? So, on its face "there are no words in Farsi for 'fair settlement'" strikes me about as unlikely as "the Aleuts have no word for impossible," "the Bulgarians have no word for integrity," "the Russians have no word for freedom," "the Irish have no word for sex," and "the French have no word for entrepreneur," as three politicians and a linguist actually did say, and another now retired politican did not actually utter.
But it does seem that the English word "fair" does pose some difficulty when ttranslated to some languages. Is Persian one of them? No idea. That's not one of the three Persian words I know. No word for fair? at Language Log may be of interest.
