I hate to inform you, but Bill Riles is not a tournament director. Are you confusing him with Bill Davis? I know that he has always capped entries in his tourneys to 64 players. He has historically filled his brackets first come first served. I have been closed out myself. Nothing personal. He runs an overflow bracket when this happens. If he suggested you drop down it was probably just because that division was not yet filled.
