No, the goal of the game is to win. That doesn't necessarily translate into playing with a lower ER than your opponent. Assume for the sake of argument that the bots play perfectly. Then ER, at best, measures how bad your plays would be versus a perfect opponent. But for winning the game, I want to minimize how bad my plays are versus this opponent. The two are correlated but they aren't the same.
