It sounds like a wonderful opportunity for a generous benefactor to come forward and fund a court case in order to establish legal precedent that backgammon is a skill game. Surely the gaming commission is not above the court system.

And if a complaining phone call was enough for the gaming commission to take the path of least resistance to say no to backgammon, perhaps being served with legal papers might make them decide that the path of least resistance is to leave backgammon alone.

Is it possible that many people would still enjoy attending the event if only a registration fee were charged and there were trophies but no prize money? That should satisfy the existing ruling. New York City runs a very popular tournament each year (it is an official NYC sanctioned sporting event) in which people pay $150 with meals and drinks, and an upscale location etc. with trophies, but no prize money is awarded. It can work.
