I'd play U here (24/21 24/20). Even as an opening move, 43U is a contender at GS despite the double exposure, because of the increased chances of an advanced anchor. After 51S I think the need for an advanced anchor is even more urgent. Note that 51S-43U is practically tied with several other alternatives for money.
