"Wouldn't a fair settlement require 1/3 deducted from the pool and half of that given to the two players without a bye?"
A fair settlement is anything involving an equal split of some portion of the prize pool, and 1/3 of the remainder going to the players without a bye.
The Madison Masters was settled in this manner. Half the prize pool was split equally (1/6 to each player), 1/6 was given to the winner of the non-bye match, and the finalists played for the remaining 2/6 (winner take all).
