Making an illegal move is harmless, everyone does it at some point, and I only believe they should be penalized if there is some sort of abuse happening. I have played many players in the US, esp. some of our older players, who misread the dice quite a bit more frequently than your average Joe. I would feel just as disgusted giving these people a penalty as I would allowing the illegal move to stand under the current rules.
