I'd also go for a 15 second penalty. But it should be optional like the fast roll penalty. Also, if legal moves are not in effect, there should be no time penalty if the illegal play is condoned since presumably the offender has punished themselves already. Finally, I would favor limiting the penalty to never run down a clock below 15 seconds, but continue to allow loss of delay time.
