Outplay or not in XG

I'm not looking to get anything out of 'outplay' but I would like to know what a statement like 'I play 4.2 in XG' usually means. If people refer to the PR including outplays then they played 4.2 at best and most of the time worse.

I think that this forum is the best place to ask what people generally consider to include in PR.
