Best move for 21 after 61.

Once again, this is about 61 13/7 8/7 21. Split to the 2 point is not preparing for an advanced anchor to made with one number in the next move. If it sounds like a general advice, then sorry, that would be misleading. But i said also, that with 41,the split is better. Try to explain, why the split is better with the numbers you mentioned. What i really hate, is wanking with numbers.
