That's a super crappy definition. Indefinite by all means.
If a game is based on luck/chance and skill, then this game is based on skill.:-)
Why? Because luck over time becomes an non-factor. Skill arises and determines the outcome. This is true for either Backgammon and Poker.

If e.g we match a random playing Backgammon program and a program that will hit when it has the chance and make points in its 5 or 4 home when it has the chance, otherwise it will play random moves too, then no matter what tests anyone will do, the difference between the percentage of points per total games the almost random player will have, minus the percentage of points per total games the pure random player will have, will be above zero, provided 5000 or more games, always(with some short rough calculations, to notice the opposite one would have to wait 3 ages of universe)!

The whole matter is disgusting. It's so clear that Backgammon is a game of skill that one is left wondering.....
