I looked at this a little more. I guess the attraction of 18-15, 18-13 is fewer shots; 7 vs 14. However, playing 18-10 is likely to leave zero shots next turn if missed. It is unlikely that both blots will be lifted after 18-15, 18-13. So shots in the next two turns will be closer than the 7 to 14 count before considering qualitative differences.
