"Compared to a 2-roll position, I will count White as having 25 misses (all non-sixes) out of 36 rolls. Per Zare, each miss out of 36 in positions where you would otherwise have a strict n-roll position, hurts the EPC by 0.2. Hence, I estimate White's EPC to (2*7 + 1) + 25*0.2 = 20.0.
Black has a 2-roll with misses. At the table I would just note 11 and 22 as misses, knowing the EPC will be a bit higher due to eg. some 2s and 3s creating a few potential misses afterwards. This gives Black an EPC of approximately 15.4. "
It seems you are considering whit's missing non 6's, most of which cost a full roll as being equally bad as black missing taking 4 off with 22 or 11 which just fail to gain an extra roll. I don't have the article in front of me but I think the minus .2 EPC is only for misses of black's type.
