I don't know about quizmaster but doesn't 'Smoothy' fit the description:

"Smoothy is a program for the Windows environment (which means that I can't absolutely guarantee that it will run on your particular machine.) What it does is to calculate effective pip count values for all home board positions and uses them to recommend checker plays for any home board position you may care to set up. You can pose problems like the play of a single deuce or the play of a 6-1 roll, shuffle the checkers around, and see how the answer to the problem changes as you modify the position. I myself have never before had the ability to do this quite so neatly packaged and I have already learned a few things that I did not know before.

Since the program displays effective pip count and wastage values instantly when you set up a position it should be a useful tool for learning to estimate them in practice."
