I would intuitively think that in most cases, a team of two has a good chance of playing at least as strongly as the strongest player,

Perhaps one way to think about this is to imagine yourself in a chouette where you have the option of taking a partner in the box. If you're the best player in the chouette, would you want to take a partner? If you're not the best player in the chouette, would you rather play in the box alone?
