Hitting and covering (13/12* 6/3) is obviously wrong, Blue is ahead in the race, White's board is stronger, bearing in safely is thematic. So it boils down to how Blue's numbers play as well as possible on upcoming rolls, and Blue would also like to make his 5-point. Instead of counting all 21 different rolls, it is usually advisable to prepare especially for the biggest numbers (6's and 5's), as they alter the configuration of checkers most, and permanently if not recirculated (in particular the large doublets, the fact often neglected). The main characteristic of this particular position is that blue's sixes from the stripped midpoint are blocked, they cannot be played constructively from there. 66, the large doublet par excellence, would play awkwardly, either burying checkers too deep, or leaving a shot, when making the 5-point. The problem is solved by moving the checker from 11 to 8. Not only 66, but also other sixes play decently, and better than if the spare checker were on the 11-point. I would not like to leave a blot/shot with 63,62 or 61, slotting and getting hit is too costly. As the fives play well, the main problem is 62, and when adressing this issue, we are closer to solving how to play the remaining ace. By playing the ace 2/1 'saves twos', and 62 can be played 8/2 3/1, unlike after 3/2 (11/5 11/9) . The distribution is also smoother for bearoff after 2/1.
