In Response To: rule (Chuck Bower)

It seems like a 4th and 28 from the 10 yard line would be too much to tolerate, would it not? (note, I also expect that the penalty will turn into a half-the-distance-from-goal as you move backwards)

I think that the punishment for that particular option would make it too harsh to be worthwhile.
