Making the 9 doesn't seem to do much that's positive. Are you trying to prime? That's exceptionally optimistic. Create a landing spot? Not necessary yet, lots of spares and game left to go. Block 44?

On the negative side it creates a 2nd blot, breaks a useful point, and risks getting stuck behind the semi-prime with the back guy (for example 55 and 33 are very strong rolls). 23/13 is clear for me.
