Who is the better BG player: the one who has the lowest error rate, or the one who somehow maximizes the difference between his errror rate and that of his opponent?

The better BG player is the one who wins more matches. Everything else is an effort to approximate that.
Consider the situation where I give a horrible cube, knowing my opponent will drop. I won't score well on either measure; my doubling error might have even been bigger on paper than my opponent's passing error. But it was still the winning play.
I actually think error rate is somewhat useless for doubling decisions because there is no way to quantify the chance that your opponent will make the wrong decision. If I incorrectly double and my opponent incorrectly passes, it still might have been the wrong decision on my part; I might just be fortunate that this was the one time my opponent decided to drop. All you can do to estimate whether a player is good at reading his opponents is look at the long-term results.
