It looks to me like racing is the plan here.
With that in mind the first play that came to my mind was 13/11, 8/4 which creates a lot of spares and gives you 52 as a midpoint clearing number.
The only other alternative I'd consider here is to make the 9 point, creating a new landing spot for the mid point checkers but also a point more to clear.
