Question number 1 is whether to play 21/18. One's first instinct should be to stay back in order to increase contact since Blue is far behind in the race. That's not always correct, though, if staying back risks more than it gains. While there's little danger of an immediate attack since White's board is weak and yours is strong, the rear blot is not providing you with that many extra shots, and it is somewhat blocked, so if you don't lift it now then you may not be able to lift it later when you really need to. Nevertheless, it causes White enough awkwardness that I would stay back.
Given that we want to stay back, 13/5 is the obvious play, but since we strongly outboard White, we should also consider blottier plays, such as 13/8 13/10 or even 13/8 18/15. But White still has a flexible position with spares to play so it doesn't seem to me that these blotty plays gain much. The normal 13/5 is my play.
